First question: temporary or permanent?
A visa and a green card are not the same thing.
Some routes let a person live or work in America temporarily. Other immigrant categories may lead to lawful permanent residence. Citizenship is a later, separate process.
Live or work in America.
These are nonimmigrant classifications. They can be useful, but none is automatically a green card.
Canada qualifies. So do Mexico and many European and other treaty countries. The investor must put substantial capital into a real U.S. business they will develop and direct.
Temporary entry for qualified Canadians and Mexicans working in a listed USMCA profession for a U.S. employer or entity.
For a qualifying company transferring an executive or manager, including some cases that establish a new U.S. office.

These are immigrant categories. Eligibility, timing and evidence depend on the person’s exact facts.
USCIS currently lists US$1.05 million generally or US$800,000 in a targeted employment area or qualifying infrastructure project. The capital is invested at risk in a commercial enterprise with job-creation requirements; it is not a government loan.
For some advanced-degree professionals or people with exceptional ability. Certain cases may request a national-interest waiver.
One EB-1 category covers certain multinational managers or executives when the qualifying business and employment rules fit.
Green card first. Citizenship later.
Employment- and family-based immigrant routes may lead to lawful permanent residence. Naturalization is a separate later process for eligible permanent residents. USCIS lists five years as one common permanent-resident route, but other requirements and exceptions apply.
